libesmtp-dev software package provides LibESMTP SMTP client library (development files), you can install in your Ubuntu 16.10 (Yakkety Yak) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libesmtp-dev
libesmtp-dev is installed in your system.
Make ensure the libesmtp-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libesmtp-dev *
You will get with libesmtp-dev package name, version, architecture and description in a table
